how to Enable HTML Posting (where allowed)

Hi

I using IPB 3.1 beta on my localhost,
and have problem with Enable HTML posting.
I config YES for:

- 1. Tools & Settings > 2. System Settings > 3. Forums > 4. Topics, Posts and Polls
Allow members to use Rich Text Editing? YES

- 1. Member Groups > 2. Manage User Groups > Editing User Group Members > Global Tab > Can post HTML? YES

- Add new forum: Postable Forum Settings: Options > Enable HTML Posting (where allowed): YES

After setting all it, but RTE Editor not working with WYSWYG !
